Excellent piece, scandalous situation. Can’t the ownership of the land be established through the land registry?
Why doesn’t someone take some pictures of fly tippers and prosecute them? Get the local community police to block off both ends on a couple of nights and walk through and see who turns up. Keep a photographic record and compare how and when the rubbish piles up.
